Telematics Data Specification & Pilot Letter of Intent

Prepared for: [Insurer / UMA name] Date: [DD Month 2026] Ref: TAXIU-PILOT-001

Cosmos-TaxiU operates in-vehicle telematics (“blackbox”) devices in South African minibus taxis and turns their driving behaviour into a structured, underwriting-ready risk dataset. This document sets out (A) exactly what data we can provide for risk-based pricing, and (B) a proposed, non-binding pilot to validate it on a defined fleet.

A · Telematics data specification

Each device captures raw signals and computes a per-vehicle/per-driver risk profile. The following fields are delivered to the insurer (live API and scheduled CSV export):

FieldDescriptionExample
device_id / plateTamper-evident device identity + vehicle registrationtx-9f… / CA 481 TXU
driver_refPseudonymous driver reference (POPIA-safe)drv-2f4a
exposure_kmDistance driven in the period (risk exposure)1,842
safety_scoreRolling behavioural score, 0–100 (higher = safer)84
risk_bandDerived band for pricingPreferred Standard High
harsh_per_100kmHarsh-event rate (braking + acceleration + impact) per 100 km — the core frequency signal3.1
event_countsOverspeed, speeding, harsh-brake, harsh-accel, accident/impact, plus rider-reported safety flags{harsh_brake:12, overspeed:4 …}
crash / impactIMU signature for crash-reconstruction (claims validation, fraud reduction)peak 6.4 g @ ts
device_healthFault / tamper / service-required status (data-integrity assurance)ok · tamper:false

Delivery & cadence

  • Live REST API + scheduled CSV actuarial export (daily/weekly)
  • Per-vehicle records; period-aggregated on request
  • Secure key-authenticated access; audit-logged

Data governance

  • POPIA: personal driver data, purpose-limited to underwriting; consent via association/employment; owner as joint controller
  • Retention & deletion policy agreed per contract
  • Advisory: behavioural indicators inform pricing — they do not certify safety, and are not a certified actuarial report

B · Pilot — Letter of Intent (non-binding)

This letter expresses the mutual intent of [Insurer / UMA name] (“the Insurer”), Cosmos-TaxiU / AIOS (“the Provider”) and [Taxi Association] to run a time-limited pilot to evaluate behaviour-based pricing for minibus taxis. It is a statement of intent only and creates no binding obligation.

PurposeValidate that Cosmos-TaxiU behavioural data predicts loss experience and supports risk-based premiums / a group scheme.
Pilot fleet[100–200] vehicles on [route / association], with blackboxes installed and reporting.
Term[90] days from installation of the pilot fleet.
Provider providesInstalled/enabled devices, the data specification above, live dashboards, and shared loss-ratio / behaviour reporting.
Insurer providesCohort claims data for the pilot fleet, pricing evaluation, and a nominated actuarial contact.
Commercials (indicative)Per-vehicle data fee of [R150–R250] / vehicle / month or a share of realised premium savings; device funding [insurer-funded / TBD]. Final terms in a definitive agreement.
Success metricsLoss-ratio delta vs. control, harsh-event reduction over the term, and claims/fraud reduction via crash-reconstruction.
ConfidentialityEach party keeps the other’s information confidential; data handled per POPIA.

Non-binding & not advice. This document is a discussion draft prepared for evaluation. It does not constitute an offer, a contract, financial, insurance, or legal advice, or a solicitation, and creates no binding obligation on any party; any pilot or commercial arrangement is subject to definitive written agreements and applicable regulatory requirements (incl. FSCA/PASA where relevant). Data figures and commercials are indicative and illustrative. Cosmos-TaxiU is a safety-telematics and accountability provider, not an insurer, USS, or accredited actuarial service. All parties should obtain independent legal and actuarial advice.
